The purpose of this annex is to outline operational concepts and organizational arrangements for shelter and mass care during emergency situations at DCCCD. DCCCD, being an educational institution without student housing or cafeterias, is dependent upon local municipalities to provide shelter and mass care to individuals affected by an incident.
The City Office of Emergency Management in which the district property is located is responsible for developing a plan and maintaining the annex and coordinating and providing mass care services to persons affected by a disaster. The American Red Cross and The Salvation Army serve as the primary agencies to lead this effort. Support agencies include county office of emergency management, fire marshals, public health departments and disaster district committee.
