How To Apply
To ensure proper processing of your Rising Star application, please answer the questions below and complete process as indicated on the appropriate list.

Are you a US Citizen or Permanent Resident? If yes, follow the instructions on section 1.

Do you have a temporary work authorization card? If yes, follow the instructions on section 2

If your residency status is not mentioned on 1 or 2, please follow the instructions on section 2.
SECTION 1:
US Citizens and/or Permanent Residents complete the following forms: Students with temporary work permits MUST follow section 2
- DCCCD application for admission–on line at https://www1.dcccd.edu/stuapp/
- Rising Star Application – available online through eConnect at
https://econnect.dcccd.edu/. You will be required to use your college ID number
and email address on file with the admission’s office. A final
official transcript will be required upon high school graduation.
- Complete a FAFSA (Free Application for Federal Student Aid) or online
at www.fafsa.ed.gov Richland College 008504 – to get help with this
process meet with a Richland College Rising Star counselor.
SECTION 2:
Students with a Temporary Work Authorization, Undocumented Students and those with other immigration status complete the following forms:
(DO NOT apply online or mail your FAFSA form to the government)
- DCCCD application for admission online at:
https://www1.dcccd.edu/stuapp/ (you need to provide a transcript &
complete an Affidavit with the residency coordinator on campus)
- Rising Star Application – available online through eConnect at
https://econnect.dcccd.edu/. You will be required to use your
college ID number and email address to gain access to this screen.
- Complete a Campus Financial Aid Application, low income verification
form and attach proof of student/parent income (W-2 forms, income tax
forms, and/ or notarized letter stating income if paid in cash)
- (Male students ONLY!) Submit a copy of Selective Service
Registration Card - Selective Service application forms are available
at local post offices or on campus in our office - Processing of this
application can take up to 90 days –Please apply early!!!
